



















2025 – Georgia’s New PHC Reform Research
With support from the NIHR, CIF - in partnership with LSHTM and ISU - initiated the ChangePHC project to study the implementation and impact of Georgia’s new primary healthcare reform on people living with long-term conditions.
2024 – COMPASS: Mental Health Services Through a Health System Lens
CIF launched the COMPASS project to examine mental health services through a health system lens, promoting rights-based, evidence-informed reforms and stronger, more equitable mental healthcare in Georgia.
CIF was strongly represented at the Health Systems Research (HSR) Conference in Bogotá, sharing multiple studies from Georgia. Presentations highlighted evidence-informed health policymaking practices, healthcare system concentration and fragmentation, and results-based financing approaches in TB care - showcasing CIF’s growing role in global health systems research.
The CIF team is supporting the development of the knowledge and evidence required for an effective response to COVID-19.
In 2019, CIF became 25 years old. We continue our work to improve evidence-based policymaking, both on a national level and in the region.
The Fifth Global Symposium on Health Systems Research took place in Liverpool in October 2018. Curatio International Foundation has been hosting the HSG secretariat from 2015 and successfully organized the symposium for the second time. The CIF team participated in the symposium's scientific fora.
CIF implements a 48 month project to design and evaluate provider results-based financing for tuberculosis care in Georgia.
The project will assist the government of Georgia in developing a provider incentive payment scheme for Tuberculosis.
Since March 2015 CIF hosts Health Systems Global (HSG) secretariat, the first international membership organization
fully dedicated to promoting health systems research and related knowledge conversion worldwide.
CIF started working on transition and sustainability issues related to the Global Fund and other donors.
In 2013, CIF published the most comprehensive survey conducted over the last 20 years into the mental health of war-affected populations and their access to health services.
CIF began a Health Care Barometer with more than 80 participating experts to support more effective policy making.
CIF conducted systematic monitoring of the pharmaceutical market between 2009 and 2011 to create a clear overall picture of the availability of medicines in Georgia.
Based on the surveillance system assessment results, in close cooperation with government and other stakeholders, CIF developed a new design for an HIV/AIDS surveillance system.
CIF actively participated in advocating amendments to the Law on Public Health and the Law on Pharmaceutical Activities.
Since 2002 CIF hosts international students from around the world who are interested in first-hand experience in a real-life setting and in contributing to CIF’s research projects.
CIF in cloth cooperation with government initiated to create a new plan to manage the immunization process and prevent the spread of diseases, with cloth.
CIF initiated a primary health care reform project that developed a family and community-base medicine model for primary health care.
CIF became actively involved in the policy-making process by providing significant human resources to decision makers, developing a strategy document for health care and a strategic vision for the future.
CIF carried out an assessment of existing hospital infrastructure which provided the basis for the hospital restructuring plan, and gave rise to the government’s ‘100 New Hospitals’ project in 2006.
CIF started as a small non-governmental organization. Our goal was to support healthcare sector reforms in transition economies, and to assist Georgia and other countries in shaping effective and high quality health care systems.

Health Systems Research
CIF undertakes rigorous, high quality research contributing to policy in low- and middle-income countries. Using evidence-based data and recommendations at the national, sub-national and regional level, we contribute to the efficiency and sustainability of health systems.
Policy Work
We supply decision makers with research results that enable them to use efficient and evidence- informed approaches when reforming health systems, allocating resources, improving functionality, or assessing policies.
Transition and Sustainability
CIF assesses the transition from donor-funded programs into local or national policy by analyzing factors impacting the program’s results. This permits us and our local partners to identify strategic and operational solutions to assure program sustainability.
Program evaluation
We evaluate the effectiveness, efficiency and sustainability of donor funded programs, highlighting successes and best practices. We identify key challenges and lessons learned, thus helping donors improve the design and performance of future projects.
Health Systems Strengthening
We reinforce health systems through innovative approaches to health financing, raising the standards of health information systems and strengthening governance at sub-national and national levels.
